I’ve seen these shields on a few high end cars in SF and in Marin. Not very often and never parked, but I found a parked one!
Del Monte Forest is a census-designated place located in Monterey County, California. As of the 2010 census, the CDP had a total population of 4,514, down from 4,532 at the 2000 census.

Apparently these are Pebble Beach gate passes to avoid paying the tourist entry fee.

Pebble Beach is part of Del Monte Forest. Wikipedia says ,
